1.0. Overview

Sustainable Agriculture Tanzania (SAT) seeks to engage a qualified consultant(s) to conduct a comprehensive external evaluation of the Liechtenstein Development Service (LED)-funded project “Curriculum Implementation Support for Training Institutes (CISTI). The evaluation will assess the project’s performance, achievements, challenges, and lessons learned, providing actionable recommendations for future programming. The consultant(s) will propose appropriate methodologies and tools for the evaluation. These Terms of Reference (ToR) outline the scope of work, expected deliverables, and application requirements for interested consultants/firms.

2.0 SCOPE OF THE EVALUATION

The evaluation will cover the entire project period from 2022 to mid-2025 and all activities planned in the project as defined by the project document, and the evaluation should be from a Technical, Vocational Education and Training (TVET) perspective.

The specific terms of reference for this evaluation include:

  • To prepare technical and financial proposals for the assignment that are in line with the objectives and the planned results/outcomes of the CISTI project.
  • To propose methodology(ies) and tools for collecting required data
  • As precursor to the planned evaluation exercise, assist/train enumerators on the data collection techniques and administering data collection tools
  • Select a sample size large enough to be statistically sound, i.e., determine and identify focus groups to be studied and individuals for interviews.
  • Collect, compile, and analyze data; interpret results; and prepare a report based on the findings.

3.0 Evaluation Methodology

The consultant(s) is/are expected to propose the methodology to undertake the evaluation exercise containing the description of how they want to approach the evaluation (including methodological outline, timeline, and budget).

In this evaluation, mixed methods are welcomed, and particularly evaluation methods that engage all stakeholders.

7.0 Deliverables

The consultant(s) will be expected to submit the following deliverables in line with the agreed deadlines:

  • Inception report with detailed interpretation of terms of reference, clearly stating the approach, methodology, work plan, and instruments/tools for undertaking the evaluation exercise, including a tabulation plan of how each indicator will be obtained.
  • One electronic file of the clean (final) qualitative and quantitative data collected.
  • Draft the final evaluation report, which shall be presented to the SAT management team for comments within two weeks after submission.
  • Validation workshop report(s) and presentation of preliminary evaluation findings
  • Final evaluation report with ATIs' individual reports as appendices; Three hardbound copies of the final evaluation report, soft copies of the reports and data sets, a summary version of the final evaluation report (max. 2 pages), copies of the relevant data collection tools, a compendium of photographs of the major scenes observed during evaluation, and a snapshot view of individual reports for each ATI visited.

All of the above-mentioned documents shall be submitted to the SAT management team within 15 days after completion of the fieldwork.

NB: Deadline for submission of EOI will be on 4th June 2025 at 1700 hrs East African Time. Late EOIs and portions of EOIs shall not be accepted for evaluation irrespective of the circumstances. Only awarded consultant(s) will be contacted.
